Considering how ancient prostitution, like abortion, is, it should be legal. This is not to say health requirements should not be required. I'm not sure what it means to "decriminalize" prostitution but keep it illegal for someone to use a prostitute.
Legalized or not, it's not going away. I'm only pointing out its place in history and what to my mind are the chances of eliminating it. China eliminated it by offering prostitutes a choice between reform and death.
I am an avid fan of J. D. Robb and her detective series with Eve Dallas. This is set in the future around 2065 . There is a complete government bureau which oversees the profession of prostitution. There are different levels and in order to qualify for a higher level which means more money, education and training are required. All members are required to take monthly blood tests to make sure they are not going to transmit any diseases.
I thought it was an interesting way to legalize prostitution. There are no hookers who do not fit into this system because they don't get clients. And I thought it would eliminate rapes and deaths because it is available to all. Also they are GREAT mysteries.

Another interesting tidbit about JD Robb who is actually Nora Roberts In this fantasy future, there was a worldwide war in the 2030s -40s called the..Urban Wars. It was a war of Civil Unrest between the Haves and Have Nots. All the major cities in the world were destroyed and rebuilt into New Washington DC, New New York, New Los Angeles, etc. Although this is total fiction, I cannot help but feel that what is going on in this country is exactly the predecessor to the fictional Urban Wars and I wonder what she is feeling about them.
